Bill Neill Case: Legal Steps for Jehovah’s Witnesses Abuse Survivors

Bill Neill was an elder in the Narrogin Congregation of Jehovah’s Witnesses in Perth, Western Australia. He was a respected member of his congregation. He was involved in giving weekly Bible studies at the Narrogin Kingdom Hall and members’ homes.

Mr Neill’s case was examined by the Royal Commission into Institutional Responses to Child Sexual Abuse in 2016. The Commission looked into the response of the Jehovah’s Witnesses and Watchtower Bible and Tract Society of Australia Ltd to allegations of child sexual abuse, including those against Mr Neill.

The allegations against him included:

  • Grooming a victim from the age of 15
  • Molesting her
  • Spying on her in the shower
  • Kissing her inappropriately

When the abuse was revealed, the survivor of the historical institutional child sexual abuse reported being asked to attend meetings with Mr Neill and two other elders, who did not take her allegations seriously.

As a result of the allegations, Mr. Neill was stood down from the organization. The Royal Commission’s findings revealed that Mr Neill was one of 1,006 members of the Jehovah’s Witnesses against whom allegations of child sexual abuse were made, of which 108 were elders or ministerial servants at the time of the first instance of alleged abuse.

Mr. Neill is now deceased, but the impact of his actions and the broader issues within the organization have been significant.
