Koffels Solicitors & Barristers is seeking witnesses with information about Christopher Charles Frost, a former physical education teacher at St Michael’s Regional High School (known locally as St Mick’s), Wagga Wagga, New South Wales. We are currently acting for a former student who has instructed us regarding abuse he experienced as a boy at the school, as part of our ongoing institutional abuse compensation work.

Background

The Christian Brothers ran St Michael’s Regional High School until the Catholic Diocese of Wagga Wagga took over its operation in 1996. Frost worked at the school as a PE and gymnastics teacher and also ran the Wagga Wagga School of Gymnastics.

Frost was first charged by NSW Police in September 2021 with nine counts of historical sexual abuse, relating to offences alleged to have occurred between 1984 and 1990. On 2 March 2026, Frost was convicted in the District Court of nine child sex offences against four victims under the age of 16, all of them students at St Michael’s or the Wagga Wagga School of Gymnastics at the time. Reporting of the sentencing places the proven offending later than originally charged, across a five-year period in the late 1980s and into the mid-1990s. Frost was sentenced to a head term of three years and two months, with a non-parole period of 18 months. He will be eligible for parole in 2027 and will remain a registered sex offender for 15 years.

Our client instructs that he was sexually and physically abused by Frost, who was his PE and gymnastics coach and Year 8 form master, while our client was a Year 8 student at St Michael’s in around 1981 to 1982. This predates the offending Frost has so far been convicted of, and we are seeking to hear from other former students who may be able to assist our investigation into this earlier period.

We have previously reported more broadly on allegations of institutional abuse connected to Wagga Wagga schools and youth justice facilities.

What we’re seeking

We would like to hear from anyone who can share:

• Recollections of Frost’s conduct as a PE or gymnastics teacher, Year 8 form master, or coach at the Wagga Wagga School of Gymnastics, particularly during the early 1980s
• Any contact with Frost in a school or gymnastics setting prior to 1984
• First-hand experiences of abuse or concerning conduct by Frost, however minor it may seem
• Recollections of the culture or oversight at St Michael’s Regional High School during this period

Your testimony, even if it seems minor, may be crucial in supporting a survivor pursuing justice in an ongoing legal investigation.

In New South Wales, time limits for civil claims relating to child sexual abuse have been removed in most cases, though individual circumstances still matter. A criminal conviction does not prevent a survivor from bringing a separate civil claim, and evidence from the criminal proceedings may assist a civil claim.
