Throughout the 1980s, Sutton was transferred between several schools
- Rosebud High School,
- Monterey High School, and
- Ballam Park Technical School
despite multiple complaints to the Department of Education and police regarding his inappropriate behaviour towards male students.
In 2023, the Victorian Government is said to have paid $700,000 in compensation to one of Sutton’s alleged victims, with 13 other men subsequently initiating legal action.

Despite clear warnings, the department continued to reassign Sutton to different schools, allowing the alleged abuse to persist.
