Allambie Reception Centre
Allambie Reception Centre, located in Burwood, Victoria, operated from 1961 to 1986. It was designed to be a short-term placement for children entering the child welfare system, but many ended up spending extended periods in its care. What should have been a place of safety became, for many, a site of horrific abuse.
During the Royal Commission into Institutional Responses to Child Sexual Abuse (2013–2017), numerous survivors shared their experiences of mistreatment at Allambie. While the names of many perpetrators have not been widely publicized, the Commission’s findings and survivor testimonies painted a bleak picture of the systemic abuse and neglect that took place.
Perpetrators of Allambie Reception Centre Child Abuse
Among the few publicly named individuals is Ronald Paul Harper, a social worker who worked at Allambie in the 1980s. Harper was convicted in 1998 of multiple counts of sexual abuse against boys in his care, not just at Allambie but also in other child welfare institutions. He was sentenced to 18 years in prison, but his crimes have left a horrific & lasting impact on the lives of the children he abused.
In addition to Harper, numerous care staff were implicated in allegations of physical violence and emotional abuse. Though these cases did not always lead to criminal charges, they form part of a pattern of systemic abuse that has been uncovered through survivor testimonies and legal inquiries.
